Also, it seems to me that Warner Brothers is missing out by not looking at a Justice League movie along the same lines as X-Men. A live action Justice League movie would be the greatest comic hero movie ever.
This one is slightly easier to answer as it’s all a question of licensing. DC Comics licences each of the characters for separate motion picture franchises. We know that Superman and Batman are definite for screentime, Wonder Woman is in development and it is rumoured that Green Lantern, Flash and even Aquaman franchises are trying to get started. To get a Justice League movie going you’d need to either buy back or negotiate to use all those options for a single project. Compare this to the X-Men franchise where the studio was able to easily buy a single option for the entire team.
Realistically I can’t seem much prospect for a big screen live actionJustice League movie while the independent franchises are active. If the options for the second tier characters fall through then I could just about imagine a studio going with a JLA minus Batman and Superman option. One thing I could easily imagine is an animated direct-to-DVD movie based on the cartoon. In fact the fourth season finale is rumoured to be a four-parter similar to three-parter Starcrossed .

Actually, there is a straight-to-video Justice League movie with Flash, Martian Manhunter, Fire, Ice… and I think Green Lantern’s in it and another hero that for the life of me I can’t seem to remember… it was an okay movie, lots of cool special effects but nothing too super about it… the storyline was pretty lame about a corporate guy who had Ice working under him before she joined the Justice League and the guy wanted to take over the world with a weather control device…

Yeah, we’ve got a listing for that under the Live Action list. (I really must review it someday — that’s if I can being myself to watch it again.)
I work in the film industry. It’s not a matter of options, because Warner Bros OWNS the characters
for films and TV, they’re not optioning them. The real reason a JLA movie won’t be made any time soon
is because they want to milk money out of each individual franchise (e.g. SUPERMAN, AQUAMAN, etc.) first.
My guess is that if they do a JLA movie, it won’t be for at least 5 years down the road, when all of
the characters’ individual movies have come and gone (and made a bunch of loot).
Right now Green Lantern, Wonder Woman, Flash, and Aquaman are all in various stages of development, but
after SUPERMAN makes a ton of cash, they’ll crank them out pretty quickly.
there is gonna be a live action JLA movie, writers are already doin the script. there casting people for the movie. still no word on who is gonna be in it or when it will be released
